The International School Psychology Association was founded in Stockholm, Sweden with Anders Poulsen as its first president. The association grew out of the International School Psychology Committee, formed in 1972 under the leadership of Calvin D. Catterall and Frances Mullen. The association's journal, School Psychology International, began publication in 1979, during the association's formative period.
