The International Union of Psychological Science created an ad hoc committee to develop a universal declaration of ethical principles for psychologists. The committee was chaired by Professor Janel Gauthier of Laval University, Québec, Canada. Initially, the project involved only the IUPsyS and the International Association of Applied Psychology (IAAP). Later, the International Association for Cross-Cultural Psychology (IACCP) was invited to join the effort.
